Neil Willner (Associate-White Plains, NY) will moderate a panel titled “(dis)Harmonization of Marijuana and Hemp: Implications of USDA and DEA Hemp Rules” at the New York State Bar Association Annual Meeting, Outlook: New York and Federal Cannabis Law, to be held January 19–29, 2021. The interim final rules for the 2018 Farm Bill published by the U.S. Department of Agriculture and the Drug Enforcement Administration were not well received and ultimately led to the extension of the 2014 Farm Bill. In the meantime, states such as New York continued to develop hemp regulations under the 2014 Farm Bill. Neil and a panel including Axel Bernabe, Assistant Counsel to Governor Cuomo, and Gary S. Kaminsky, Director of Legal Compliance at Acreage Holdings, will discuss the issues caused by the interim final rules, New York’s proposed hemp regulations and what this all means for the future of the hemp industry locally and nationally.
