Lioba Bakker represents businesses and individuals in a broad range of civil litigation matters. Her practice focuses on defending claims related to cybersecurity, data protection, and privacy.
Before joining Wilson Elser, Lioba worked at a plaintiff’s litigation firm in Southern California, where she managed cases involving consumer warranty protection. She focused on automotive warranty matters in California state and federal courts.
Lioba studied law in her native country, the Netherlands, before becoming a licensed attorney in California. During her undergraduate studies, she trained with the Top Sport Academy Amsterdam, which recognized her as a top-class student athlete. She also received top‑class athlete status and National Talent recognition from the Dutch Olympic Committee, distinctions awarded to competitors performing at the highest national levels.

Lioba’s practice includes guiding clients on compliance with data privacy laws, including those regulating the collection, use, and sharing of personal information, adtech, data monetization, artificial intelligence, and cross-border data transfers. She is well-versed in the evolving landscape of U.S. federal and state privacy laws, including the California Consumer Privacy Act (CCPA), California Online Privacy Protection Act (CalOPPA), Children’s Online Privacy Protection Act (COPPA), Illinois Biometric Information Privacy Act (BIPA), and Health Insurance Portability and Accountability Act (HIPAA). She also has a thorough grounding in international privacy frameworks, such as the European Union’s General Data Protection Regulation (GDPR), which she specialized in during her law school studies in the Netherlands.
